The Early Years Study 3, co-authored by the late Dr. Fraser Mustard, Margaret Norrie McCain and Kerry McCuaig, concludes every child in the country should be able to receive publicly funded early childhood education at age two. It also recommends making schools centres to support families right from pregnancy, moving existing prenatal and early childhood programs into school buildings. York Region District School Board co-ordinating superintendent of education Denese Belchetz said she can envision schools becoming community hubs, housing parenting and family centres."
