Study favours in-school training for two-year-olds

But, in a school district considered to be one of the poorest in the province, it is being widely acknowledged that it would take a large investment of dwindling government funding to incorporate students aged two-to-four into an already financially stressed education system in Nanaimo-Ladysmith."
