P.E.I. near top in early childhood education

Excerpt: "An independent study of early childhood programs across the country puts Prince Edward Island behind only Quebec for the service it provides. The third Early Childhood Education index, created by J. Fraser Mustard and the Margaret and Wallace McCain Family Foundation, was released Tuesday. P.E.I. scored a 9.5 on the index's 15-point scale, with Quebec coming out on top with a 10. Manitoba, with a 7.5, was the only other province with a passing score. McCain foundation program director Jane Bertrand said P.E.I. did so well because the creation of early years centres, with provincial funding and curriculum, and the move of kindergartens into the school system."
